Windsor property-standards context
Windsor's current Property Standards By-law requires 22°C in tenant accommodation.
Windsor's current Property Standards By-law requires every dwelling and dwelling unit to have a heating system maintained in good repair and safe operating condition. For the purposes of that by-law, adequate and suitable heat means a minimum air temperature of 22°C in accommodation available to a tenant or lessee.
The same by-law requires heating systems, appliances, pumps and filtration equipment to remain safely operable, and it prohibits portable heating equipment from serving as the primary source of heat in a dwelling unit. Common areas and internal entrance ways in multiple dwellings must have heating systems capable of maintaining at least 18°C.

120 V or 240/208 V? Match the heater to the project.

Additional dwelling units in Windsor
Windsor permits up to three total dwelling units on qualifying residential parcels.
Windsor uses the term Additional Dwelling Unit (ADU) for a separate self-contained residential unit located within a qualifying dwelling or within an accessory building on the same lot. The City also notes that ADUs may be known as second units, accessory or basement apartments, secondary suites, carriage houses, laneway suites and in-law flats.
Current City guidance allows a total of three units on qualifying urban residential parcels containing a single-detached, semi-detached or street-townhouse dwelling. The three units may all be located in the main building, or two may be located in the main building with one additional unit in an accessory building.
Windsor requires a building permit for any ADU. Basement ADUs are prohibited in floodplain areas. Outside floodplain areas, basement units may be permitted where specified flood-protection measures such as downspout disconnection, a sump pump and applicable backflow protection are addressed.
If electric baseboard heating forms part of the approved project design, confirm heating load, voltage, wattage, circuit capacity, clearances and installation requirements before ordering.
Windsor ADU considerations
- Confirm zoning and dwelling-type eligibility
- Confirm the proposed configuration stays within the three-unit total
- Obtain the required building permit before construction
- Review floodplain restrictions before planning a basement ADU
- Address required basement-flooding protection measures where applicable
- Match heater voltage and wattage to the approved electrical and heating design
