North York / Toronto rental-heating context
Toronto requires 21°C in landlord-heated rental units from October 1 to May 15.
North York is part of the City of Toronto. Under Toronto's current Indoor Temperature Standards By-law, every landlord who normally provides heat at the landlord's expense must maintain a minimum air temperature of 21°C in all areas of a rented dwelling unit from October 1 through May 15.
The 21°C temperature is measured 1.5 metres above floor level. Where a rented dwelling unit is already at least 21°C, the landlord is not required to operate the heating unit. For electrically heated North York properties, permanent baseboard heating can support replacement and renovation work where voltage, wattage, circuit capacity, clearances and calculated heating requirements are properly confirmed.

Additional dwelling units in North York
Toronto's city-wide zoning permits multiplexes with up to four dwelling units in qualifying residential zones.
North York follows City of Toronto zoning and building-permit requirements. Toronto's multiplex framework permits duplexes, triplexes and fourplexes in residential R, RD, RS, RM and RT zones, subject to the applicable zoning standards and property-specific requirements. Existing houses may also be converted to contain two, three or four dwelling units where the requirements are met.
Toronto continues to use Secondary Suite terminology for additional living accommodation located within and subordinate to a dwelling unit in a detached house, semi-detached house or townhouse. Buildings containing up to four independent dwelling units are generally treated as multiplexes.
Detached additional housing may also be possible through garden suites and, where a property has qualifying laneway conditions, laneway suites. A garden suite is a separate self-contained living accommodation generally located in the rear yard and requires a building permit, Ontario Building Code compliance, zoning compliance and appropriate fire access.
Toronto also offers pre-approved garden and laneway suite plans to streamline permit applications, but site-specific review and a building permit are still required. If electric baseboard heating forms part of an approved North York project design, confirm heating load, voltage, wattage, circuit capacity, clearances and installation requirements before ordering.
North York / Toronto housing considerations
- Confirm the property's zoning through Toronto's zoning map
- Confirm whether the project is a secondary suite, multiplex conversion, garden suite or laneway suite
- Multiplexes with up to four units are permitted in qualifying residential zones
- Obtain the required Toronto building permit before construction
- Confirm Ontario Building Code, zoning, fire-access and site-specific requirements
- Match heater voltage and wattage to the approved electrical and heating design
