Aurora requires permanent dwelling heating systems capable of maintaining 20°C.

Aurora's current Property Standards By-law requires every dwelling to have a permanent heating system capable of maintaining a room temperature of 20°C in all habitable rooms, bathrooms and washrooms. The temperature is measured 1.5 metres above floor level and one metre from exterior walls.

The heating system must be maintained in good working condition so the dwelling can be heated safely to the required temperature. Aurora's Vital Services By-law separately requires landlords to provide a minimum temperature of 20°C between September 15 and June 1 in rental dwellings where heat is a vital service.

Aurora permits two ARUs in addition to the primary dwelling, creating up to three residential units per lot.

Aurora uses the term Additional Residential Unit (ARU). Registration By-law 6660-24 replaced the Town's former second-suite registration framework and expanded registration to two ARUs associated with a qualifying single-family residential property.

The Town's current registration framework supports ARUs within detached, semi-detached and townhouse dwellings and within an accessory structure on the same property. This has the effect of allowing up to three residential units per qualifying lot: the primary dwelling plus two ARUs, subject to applicable zoning, servicing and property-specific requirements.

Aurora requires ARUs to be registered. The registration framework includes inspection and compliance provisions, and ARU projects must satisfy applicable Ontario Building Code, Fire Code, zoning, electrical and municipal requirements.

Aurora's 2026 Downtown Community Planning Permit By-law also reflects the two-ARU framework in its applicable downtown residential provisions and requires municipal sanitary and water servicing for ARUs in that area.
